Overview
Our Open Enrollment for 2026 Benefit Plans begins October 1, 2025. Review the “Health Insurance” tab below for changes to your 2026 Benefits. Please pay special attention to the health insurance rate increases for 2026, especially on the expanded network plans (Blue Cross Blue Shield Network P and Cigna Open Access Plus).

Employee Eligibility
Employees must complete an enrollment form to enroll in coverage. Employees must be regularly scheduled to work at least thirty hours per week in a non-seasonal, non-temporary position in order to be eligible for dental insurance.
Eligible Dependents
- Spouse (legally married)
- A child under the age of 26 who meets at least one of the following criteria:
- Employee's natural (biological) child
- Employee's adopted child (including a child placed for adoption in anticipation of adoption)
- A child for whom the employee is the legal guardian
- Employee's child for whom the plan has received a qualified medical child support order requiring the child to be enrolled in health insurance
- An employee or spouse's stepchild under the age of 26 for whom the employee or spouse is providing care
- Dependents over the age of 26 who are incapacitated (mentally or physically incapable of earning a living regardless of age). This provision applies only when the incapacity existed before the dependent's 26th birthday and they were already insured by a state-sponsored plan.
Dependents who are not eligible for coverage include:
- Foster children
- Dependents not listed in the above definitions
- Parent's of the employee or spouse
- Ex-spouse
- Live in companions who are not legally married to the employee

New Hires
New employees who are benefits-eligible must complete health benefits selections within 30 days of their hire date to enroll in coverage.
Qualifying Events
If the qualifying event is one in which a dependent is being added (birth, adoption, marriage), paperwork must be submitted to the Benefits office within 30 days of the event.
If the qualifying event is one in which previous insurance was lost (spouse’s job loss, divorce, loss of TN Care, etc.), then paperwork must be submitted to the Benefits office within 60 days of the date that previous coverage was lost.
Annual Enrollment
For current employees, annual enrollment takes place in the fall.
Cancelling Coverage
Coverage may only be cancelled during the annual enrollment period or due to a special qualifying event.

These premiums are listed as a per month amount. If you are paid bi‐weekly:
- Custodial/Maintenance (24 pay) ‐ These monthly amounts will be divided in half between your two checks each month.
- Food Service/Security (20 pay) ‐ You will take the annual amount due and divide it by 20 to figure your amount per paycheck.

Health Insurance Premium FAQs
Q: Are health insurance premiums increasing for employees?
A: Yes. Health insurance premiums are increasing for employees, ranging from $5 to $32 a month, depending on the plan chosen by the employee.
Q: ls Knox County Schools covering the increase in health insurance premiums?
A. KCS is maintaining the percentage of coverage, but that will not cover the entirety of the increase of each plan. Employees will see an increase ranging from $5 to $32 a month, depending on the plan chosen by the employee.
Q: Why is Knox County Schools not covering the entirety of the increase?
A: Historically, the district has maintained the percent covered from year to year. However, from 2021 through 2025, the district was able to absorb the entirety of the state's premium increase. That was primarily due to surplus in revenues and local option sales taxes. To ensure future sustainability, the district is transitioning back to maintaining the current percentage of coverage for 2026 but not the entirety of the increase.
Q: Why is there an increase in health insurance premiums?
A. The State Group Insurance Program's Local Education Insurance Committee met and "based on the projected claims and plan performance, the committee approved an average health insurance premium increase of 5%." KCS received notification of this decision on June 19, 2025.
Q: Are the surcharges for the expanded network plans increasing?
A: Yes. The expanded networks are offered as a buy-up option, with the additional cost paid by the employee (not KCS). In addition to the premium increase, these employee-paid surcharges are also increasing, now ranging from $90 to $180 per month.
Q: Are the health insurance carriers remaining the same?
A: BlueCross BlueShield and Cigna will remain the health insurance carriers. For employees enrolled in the local consumer-driven health plan, the health savings account (HSA) vendor will change from Optum to TASC.
Q: When will employees see the increased premiums impacted in their paychecks?
A: Since employees pay for health insurance one month in advance, the increased premium will be seen in the December paycheck.
Q: Will there be education to our employees about the health insurance premium increase and the optional health insurance plans provided by KCS?
A: Yes. ln addition to the open enrollment newsletter, KCS Benefits Team will have representatives in the schools beginning September 15, 2025. All employees are encouraged to schedule a time with these representatives to discuss current and future options.
Q: Are KCS dental and vision plan premiums increasing as well?
A: No.

Life Insurance
Life Insurance
Eligibility
Employees working at least 18.5 regularly scheduled hours per week have a basic term life insurance policy along with accidental death & dismemberment coverage provided by Knox County Schools at no cost to the employee.
Policy Type
Term Life – Effective while you are an active employee. Employees may convert to a Whole Life policy upon retirement or exit from Knox County Schools at the expense of the employee.
Policy Value
- Basic Life Policy – 1.5 times annual salary with a minimum benefit value of $20,000 and maximum benefit value of $50,000.
- Accidental Death & Dismemberment – The lesser of 2 times your basic yearly earnings or $100,000.
Effective
Date of hire.
Employee Supplemental Life
Employees may purchase additional life insurance coverage in addition to the free basic benefit provided by Knox County Schools. Premiums are based on your age.
Spouse Life Insurance
Employees may purchase supplemental spouse life insurance coverage in the amount of $10,000, $20,000, or $30,000. The premium rate is the same regardless of age.
Child Life Insurance
Employees may purchase supplemental child life insurance coverage in the amount of $5,000 for each child. The premium rate is $1.10 per month regardless of how many children are covered. Coverage can begin at 15 days and continue until the age of 26.
Enrollment Eligibility
- New Hires - New hires can enroll in any amount of coverage within the first 30 days of employment without medical underwriting.
- During Open Enrollment - Employees can increase their current amount of coverage one level during open enrollment. Also, if an employee has never enrolled in supplemental life insurance, they may do so during open enrollment at the lowest level of $15,000. If an employee wishes to enroll in a higher amount, medical underwriting through Symetra is required.
Cancelling Coverage
Life insurance can be cancelled or lowered at any time.

Sick Bank
Sick Bank
What is the Sick Bank?
Sick Bank provides additional sick leave days to members who have suffered a major personal illness, injury, disability or quarantine and whose personal leave, sick leave, compensatory time and vacation leave has been exhausted. The sick bank is different for certified and classified employees.
How do Employees join the Sick Bank?
An employee must deposit 3 sick leave days upon enrollment. Employees are also subject to additional assessments of 1-3 days voted upon and approved by the Sick Bank Committee.
When can Employees join the Sick Bank?
An employee may join the Sick Bank during Open Enrollment (the months of August, September and October). Enrollment forms are in the Forms directory.
How do Employees get days if they are eligible?
Employees must submit a Sick Bank Request form and a Sick Leave Bank Physician Statement before they can be granted days. The forms should be sent to BenefitsHelp@knoxschools.org for certified and classified employees.
Supplemental Insurance (American Fidelity)
ALL benefit eligible employees are strongly encouraged to sign up for a time to meet one-on-one with an American Fidelity Representative for an annual benefit review. These meetings will be held both in-person and virtual this year. During these meetings, employees will be informed of all benefits offered by KCS, as well as, the tax savings that come with some of those benefits. These meetings are also a great time to ensure that your
payroll deductions are accurate for your benefits or to ask questions about medical, dental, vision or group life insurance offered through KCS. These meetings are designed to provide individualized and comprehensive information regarding the benefits offered by KCS. Employees have until November 30 to enroll in or make changes to any American Fidelity product.
It IS MANDATORY for employees to meet with a representative from American Fidelity, if they fall in one of the three categories below:
- New Employees
- Those employees wanting to participate, renew, or learn about Flexible Spending (FSA). Please note that FSA enrollments do NOT carry over from year to year. You must re-enroll every year. Employees may carry over a balance of $500 or less into the new plan year.
- Those employees who have waived KCS health insurance. These employees just need to sign a form that says they are again electing to waive KCS health insurance.
- Those employees interested in signing up for or making changes to supplemental benefits through American Fidelity. You may review the products and pricing offered by American Fidelity in advance by scanning the QR code below.
Please be mindful of deadlines. If American Fidelity is not coming to your school until after October 31, then you cannot wait on them to make health, dental, vision, or life insurance changes. You will be past the deadline. Just call the benefits office instead at 594-1686.
American Fidelity will also be in each school during this time period and employees are encouraged to have a benefits review meeting with a representative at that time.
